Through systematic literature review and semi-in-depth interviews with five managers of global hotel companies, this study employed thematic analysis. The study found that although Generation Z has relatively mastered technical skills (hard skills), they still have difficulty in understanding and implementing standard operating procedures (SOP) consistently and completely. On the other hand, soft skills such as communication, initiative, work motivation, and the ability to build relationships with customers are also still relatively low. This gap is a major challenge in increasing the employability of vocational high school graduates as Generation Z in the digital era and Industry 4.0. Therefore, the development of vocational high school curriculum needs to be carried out holistically by integrating project-based learning, problem-solving, and instilling the values of empathy, responsibility, and digital literacy. The review is driven by the importance of integrating local values into the development of sustainable community-based tourism. Data were collected from 25 selected articles published between 2020 and 2025 and analyzed using a thematic synthesis approach based on five main research questions. The findings indicate that local wisdom plays a crucial role in cultural preservation, sustainable natural resource management, and enhancing the attractiveness and identity of tourism villages. Active community participation particularly through tourism awareness groups (Pokdarwis) and youth involvement is key to sustaining tourism villages. Nevertheless, several challenges remain, such as limited infrastructure, low human resource capacity, and weak coordination among stakeholders. Proposed strategies include community training, the development of culture-based master plans, digital promotion, and strengthened pentahelix collaboration. This study aims to explore the application of strategic management in the preservation of local culture, focusing on the Tiba Meka Ceremony in Manggarai, East Nusa Tenggara. This ceremony is a traditional guest reception that is rich in symbolic and cultural values but faces challenges due to social changes and the influence of modernization. The research examines how strategic management can help design structured and sustainable preservation policies through the integration of education, tourism, and digital technology sectors. Through a managerial approach, the cultural values embedded in the Tiba Meka Ceremony can be incorporated into the educational curriculum to shape students' character, as well as be utilized in culture-based tourism that prioritizes sustainability. The use of digital technology also becomes an important strategy for documenting and promoting this tradition to a wider audience. The findings indicate that with collaboration among local communities, the government, and the private sector, the Tiba Meka Ceremony can be preserved in a way that remains relevant in the modern era without losing its cultural essence. Employing a Systematic Literature Review (SLR) approach guided by the PRISMA method, relevant articles were identified through Google Scholar using the keyword "Inclusive Education," targeting publications from 2022 to 2025. The review prioritized articles from nationally accredited journals (minimum Sinta 3) and reputable international journals. After a rigorous screening process, twenty articles were selected for detailed analysis. The findings reveal that local wisdom values play a pivotal role in shaping student character, particularly in responding to globalization challenges and preserving national cultural identity. Key values such as honesty, mutual cooperation (gotong royong), responsibility, empathy, tolerance, and discipline are effectively fostered through the incorporation of local culture into curricula and school activities. Effective approaches include the development of locally grounded curricula, contextualized learning practices, and community-involved student management.
